Proposition 39 Energy Program Funding

Newcomb Anderson McCormick provides assistance to educational institutions in navigating the various California Energy Commission (CEC) and California Department of Education (CDE) requirements of this unprecedented opportunity for California public educational agencies to become more energy efficient and environmentally and economically sustainable. Newcomb Anderson McCormick has completed the Proposition 39 Energy Expenditure Plan and associated ASHRAE Level II audits for the Palm Springs Unified School District, Trinity County Office of Education and Schools, and Twin Rivers Unified School District, and currently supports over a dozen other California K-12 school districts in developing Energy Expenditure Plans and other documentation required under Proposition 39.

Additionally, since October 2013, NAM has served as the California Community Colleges Chancellor’s Office (CCCCO) consultant in Prop 39 project development, outreach, tracking, and funding activities and is proud to have assisted the CCCCO in allocating more than $125 million in funding to all 113 California Community Colleges. NAM’s role as Program Manager for the California Community Colleges‐Investor Owned Utility (CCC‐IOU) Energy Efficiency Partnership allowed us to provide Prop 39 support to the CCCs at an early stage in the Prop 39 Program. NAM even developed the CCC Prop 39 Implementation Guidelines which outline a step-by-step procedure covering template development, project screening, funding application submittals, project implementation, and measurement and verification. To-date, 312 energy efficiency projects have been completed and an additional 450 are currently underway.
